  1. Prepare the vegetables after washing them, then slice the onions, tomatoes, green pepper, and carrots into rings and mince the garlic; season them with salt, pepper, and 1 tablespoon of vinegar, then mix well.
  2. Prepare a greased baking tray and layer the vegetables and the cut meat alternately.
  3. Add 2 cups of boiling water mixed with 2 tablespoons of oil and salt.
  4. Cover the tray and place it in a medium-heat oven until cooked through.
